American Embassy, Santiago, Chile, May 6, 1949. No. 319 Subject: Formulation of United States policies related to inter-American affairs. The Honorable The Secretary of State, Washington, D.C. Sir: In reply to your confidential instruction of April 19, 1949 and to confidential circular airgram of April 22, 1949, 2:15 p.m., I have the honor to state that experience has shown that the fail- ure to accord recognition to Governments reaching power through the overthrow by brute force of legally constituted regimes ha S not been effective; and it is also true that where diplomatic re- lations are not fully established, we are not in position accurate- ly to inform ourselves of tendencies, purposes and events. It is equally true, however, that the easy and speedy recog- nition of governments based on force is unquestionably a serious disillusionment and discouragment to the democratic and liberal elements in South America, and an encouragement and incentive to fascistic and dictatorial elements to continue the destruction, one by one, of democratic regimes. It will be noted that the recognition of the Military Junta in Peru was speedily followed by the military coup in Venezuela. It is significant that the two democratic Governments and people in South America, those of Chile and Uruguay, were unhappy over these events. Should these fascistic and military coups continue, and should our policy prescribe the consultation or the American Republics on future recognitions of anti-democratic regimes and our acquiescence in the views of the majority, the time will come, if it has not al- ready come, when the majority will inevitably advise recognition, and we, in consequence would lose our effective leadership of the democratic forces of the Americas. to ARCHIVES MATIONAL DECLASSIFIED During AND E.
