Santiago, Chile July 8, 1949 Dear Mr. President: I sent the telegram directly to you through the Department urging that you see Baltra, Minister of Economy, in view of President González Videla's earnest desire and because of my own conviction of the extreme gravity of the threat to Chilean economy and consequently to the regime. because of the drop in copper. I have just seen the Presi- dent here and the Foreign Minister and both ask me to ex- press their gratitude for the extraordinary opportunities given Baltra to discuss the situation with all the function- aries on the highest level. Baltra himself, now back, has been most effusive in public statements in commenting on the sympathy and un- derstanding he found there, and he was profoundly impressed by your kindness, sympathy and understanding, and particu- larly by the discovery that you have the common touch. Bal- tra is an intellectual, a protegé of the former President Aguirre Cerda, and like so many young intellectuals in South America, he has been prejudiced by the feeling that we are prone to look upon the countries of this continent with a supercilious condescension. I am sure Baltra expected a haughty and cold reception from you; and when he found him- self in the presence of a sympathetic human being instead of a Caesar carved from ice he was as nonplussed as he was delighted, and he returns to Chile one of our most enthusi- astic friends with complete faith in the sincerity of our friendship.
