- 5 this time to greatly increase the difficulties of the Government by imposing the two-cent tax on the importation of Chilean copper, the effect will be serious indeed. The Communists, of course, charge us with responsibility for the drop in price in the world market, which while absurd is probably believed by many of the ignorant. But were we to impose the tax they will have a powerful instrument to be used against us. I am convinced that it is of the utinost importance in the struggle here between Communism and Democracy that we should do every- thing within our power to help, through methods discussed in Washington and New York by Baltra, Minister of Economy. I am satisfied that we cannot afford to lose sight of this struggle here which is as funda- mental as it is anywhere in the world, and happens to be waged in our own back yard. It is not only Communism that is threatened--it is totalitarian- ism in general. I have no doubt that had the President not acted with decision and vigor against the Communist threat, there would have been every reason to fear a military dictatorship like that in Argentina and Pert. And but for the President's action there was even more danger that the old Nazi element, represented by Carlos Ibañez, the former dic- tator, would have gone into the street.
