MEMORANDUM FOR THE PRESIDENT
Subject:
Sale of Excess United States
Naval Vessels to Chile
I am sending you herewith attached confidential
telegram No. 285 of December 20 from Ambassador Claude
Bowers in Chile, concerning the adverse reaction which
he anticipates will develop in Chile against the United
States should the sale of two excess U.S. light cruisers
not materialize, either through Congressional action or
a withdrawal of the offer of sale.
The proposed sale to Chile and to six other South
American countries of a limited number of excess U.S.
naval vessels was recommended by the Department of
Defense on September 12 in connection with the plans
which are being developed for the defense of the hemis-
phere. The Department approved the proposed program
of sale on October 19, and all the governments involved,
