Dear Mr. Ambassador:
I can't tell you how very much I appreciated yours
of the eighteenth. You, of course, know your
history and understand that there is only one pro-
cedure to be followed in the case about which you
wrote me.
I'll never understand the attitude of General
MacArthur, He understands military procedure
and he also knows better than to try to run the
policy of the United States Government from the
Far East, If he didn't know better before he
knows now.
