MEMORANDUM FOR THE PRESIDENT
Subject: Policy with respect to China.
In the thought that you might find it useful
to have a concise, up-to-date statement of the
policy that we have been following toward China,
there is attached a copy of a memorandum entitled
"Policy with respect to China" which was prepared,
under date April 18, 1945, at the request of the
Secretary of State for use in connection with the
San Francisco Conference.
