the movement of Chinese National Armies into North China
and Manchuria and requires:
a. Lift for six Chinese armies (200,000 men with
30,000 tons of supplies) into North China and Manchuria
and movement of 50,000 tons of maintenance supplies
per month thereafter to Chinese Armies in North China
and Manchuria, these supplies to come principally from
United States stocks in the Far East.
b. Movement of 500,000 Japanese per month from
Chinese ports, including French Indo-China North of 16°
N. latitude, Formosa and Manchuria.
g. Using 75 U.S. Navy manned LST's for 60 days to
move the six Chinese Armies.
d. Manning 25 Liberty Ships with Chinese crews as
they are trained to carry maintenance supplies to the
Chinese armies. The first six of these ships would be
manned in 30 days and the remaining 19 in six months.
e. Placing 100 Liberty ships under the supervision
of the Shipping Control Administrator, Japanese Merchant
Shipping, for operation by Japanese crews for repatria-
tion of Japanese. Twenty-five of these, however, would
be used to carry maintenance supplies to the Chinese
armies until ships with Chinese crews could take over.
The first of these Liberties would be available in 21
days and the remainder over the period of the next 60
days.
1. Turning over 100 additional LST's to Shipping Control
Administrator, Japanese Merchant Shipping, for operation
by Japanese crews for repatriation of Japanese. The first
could be ready in 18 days and the last in 60 days.
All of the above periods of days are measured from the
date the order is received to go ahead. If the plan is to be
carried out, prompt action is required. inasmuch as 85 empty
Liberty ships becoming available in December are being held
pending decision, and the return of LST's to the United States
from the Marianas in accordance with the Navy demobilization
plan will soon materially reduce the number available for
Japanese manning. It must be noted that the indicated employ-
ment of the 75 U.S. Navy manned LST's will require the retention
