Dear Congressman DeLacy:
I appreciated very much your letter of December
twenty-eighth in regard to the China situation.
You understand that there are some three or four
hundred thousand Japanese in China still under
arms and until those Japanese are disarmed and
evacuated we have not carried out the surrender
terms to Japan.
Chiang Kai-shek Government is the recognized
Government of China. The Chiang Kaizshek Govern-
ment supported us wholeheartedly in the war and
I am inclined to be patient with the situation
in China always hoping for the es blishment
of a strong Chinese Government, which isto our
best interest
Russia and Great Britain also recognize Chiang
- las the Government of China.

Generalissik Stalin says the squcalled Chinese
Communisis are nothing but Bandits and he has
nothing whatever to do with them.
Those people in this courtry who are more loyal
to the Russian Government than they are to their
own should consider this carefully before making
wild charges which have no foundation and fact.
