6 April. Lieutenant General Gillem reports difficulties in the
organization of the Committee of Three owing to the change of the
Nationalist Government member. General Chang Chih Chung was replaced
by General Chen Ching, who is too sick to serve and has now been re-
moved by the Generalissimo on account of his health. General Chen
Ching is continuing to act until replacement is made. Communists be-
lieve Generalissimo's actions constitute a "stall for time" in further-
ance of a "wait and see" policy as concerns the Manchurian situation.
The Communist representative is also concerned about three recent
incidents, namely:

a. The four-hour detention of 40 Communist team members at Mukden
Airfield because they were lacking proper credentials. The matter was
cleared up locally by General Byroade.
b. The arrest and temporary detention of several Communist staff
and newspaper personnel in Peiping.
C.
The half-hour "buzzing" of Yenan by eight Chinese Air Force
fighters on 3 April.
