There is enclosed a letter from the Chinese Ambas- sador, Dr. Koo, which contains a message from Chiang Kai-shek to you in response to your message to Chiang of August 10. There is also enclosed a draft of a proposed acknowledgment of Chiang's letter. This proposed acknowledgment was approved by Mr. Acheson before his departure on vacation, and it has also been submitted to General Marshall, who has indicated his approval. If you approve sending the proposed acknowledgment to Chiang through the Chinese Ambassador, this Depart- ment will arrange for delivery of the letter to Ambas- sador Koo, as it did in the case of your letter of August 10, unless you wish to send it directly to the Ambassador.
