AUC 15%6 PM chanin THE SECRETARY OF THE NAVY Serial: 00012P03 (SC) A16-3 WASHINGTON 9 0 x TOP SECRET RECEIVED 15 AUG 1946 TOR My dear Mr. President: The Navy Department has become concerned because of the degree to which the marines in China have been dispersed and extended, thereby making it possible for the communist elements to ambush and overpower small detachments of marines. There have been several evidences of a change in attitude on the part of communist leaders involving a tendency to challenge the authority of the marines and to condone attacks on them. Admiral Cooke, the Commander Seventh Fleet, has with my con- currence been directed by the Chief of Naval Operations to make arrangements with General Marshall which will conform as closely as practicable with the views of the Chief of Naval Operations, which are (a) The marine forces in China are the maxinum that can be maintained under the requirements of demobilization and economy as imposed by higher authority; (b) The small outposts now maintained by marines should be taken over by Chinese nationalist troops; (c) Marines should be concentrated in important positions in a manner which will minimize the possibility of having small detach- ments overpowered before effective support can arrive. It is my belief, and I understand that the State Department concurs, that it is undesirable to continue to accept the risk of further incidents in which marines on detached duty are killed or captured and which may involve vigorous counter-action by the marines which can not fail to be harmful to General Marshall's efforts in China.
