My dear Mr. President:
I have just learned that Chiang Kaishek has
made the proposal to sell UNNRA relief in order to
realize some cash money. I do not know the merits of
this particular proposal, but on all hands I find an
increasing irritation with our being tied up with
Chiang Kaishek and his crowd.
I think it would meet with almost unanimous
approval if we would call a halt to everything that
we are doing over there and get out. Certainly if
Marshall could not get those fellows on some working
agreement while he was over there, it would seem to
be the height of futility to keep on trying.
But I am sure you are doing the best you
can with it, and I hesitate to offer you any advice.
