My dear Mr. President:
I am enclosing for your information a copy of a
recent letter addressed to me by Secretary Patterson
in regard to the problem of China and a copy of my
reply. There is also enclosed a copy of my memorandum
of February 11 to which Mr. Patterson refers in his
letter.
