ment on March 11, 1948, in which I stated that the United
States maintained friendly relations with the Chinese Govern-
ment and was trying to assist the recognized Government of
China maintain peace. I also stated that I did not desire
Communists in the Chinese Government. Secretary Marshall
stated publicly on March 10, 1948, that the Communists were
now in open rebellion against the Chinese Government and
that the inclusion of the Communists in the Government was
a matter for the Chinese Government to decide, not for the
United States Government to dictate. I believe that these
statements and the action of my Government in extending
assistance to the Chinese Government under the China Aid
Act of 1948 have made the position of the United States
Government clear.
