MEMORANDUM FOR THE WHITE HOUSE SIGNAL CENTER
In accordance wi th instructions from the Acting
Secretary, will you kindly transmit the following message
to Key West:
QUOTE For Mr. Clark Clifford from Lovett for trans-
mission to the President.
Following secret telegram dated November 11 has been .
received from authoritative American source in China. No
distribution has been made in this Department or to other
Government departments:
INNERQUOTE Last evening Major General Liang, head of
Foreign Affairs Section of Eleventh Pacific Area Headquarters
stated in confidence that only a few minutes earlier Admiral
Badger had commissioned him to proceed at once to Peiping
"to obtain from Fu Tso-Yi his pledge to resist to the
bitter end and to tell Fu immediately to write a letter
to President Truman asking for help." According
to
Liang, who is to return here with the letter, Admiral
Badger guaranteed expedite delivery to President or get
it to Ambassador at once who would do so.
