THE SECRETARY

Memorandum for the Secretary
Sprouse of Chinese Affairs states that
no authority has been given these people
to return to Nanking. They have requested
such authority and the matter is presently
under consideration in the Department.
Some people think they should be allowed
to return, others that they should be forced
to remain. The initial evacuation was en-
tirely voluntary.
The Department is working it out with
our Embassy in Nanking.
