DEPARTMENT OF STATE WASHINGTON March 10, 1949 My dear Mr. President: As of February 28, 1949, $123,950,685.71 had been paid to the Chinese Government or to United States agencies at the request of that Government from the $125,000,000 appropriated for additional aid to China through grants under Section 404 (b) of the China Aid Act of 1948. The Chinese Embassy and U.S. Govern- ment agencies concerned have submitted reports to the Department on deliveries to China a.s of December 31, 1948. During the period ending December 31, 1948, approximately $61 million worth of supplies and equip- ment were shipped. Figures on shipments since that date will be available in the near future. Section 04(b) of the China Aid Act authorized the President to make available to China, as additional aid, not to exceed $125,000,000 through grants on such terms as he might determine and without regard to the provi- sions of the Economic Cooperation Act of 1948. After the passage of en appropriation for this purpose on June 28, 1948, the terms decided upon by you governing the administration of the grants were transmitted by the Secretary of State to the Chinese Ambassador in a note dated June 28. The Chinese Ambassador indi- - cated his Government's acceptance of these terms in a note dated July 1, 1948. The entire amount appro- priated, $125,000,000, was subsequently allocated to the Secretary of the Treasury to be disbursed by the Treasury Department, upon the certification by the Department of State that the amounts requested are supported The President, The Whi te House.
