Subject:
Chinese Instructions to Ambassador Koo.
1.
Note: On 14 March Secretary Acheson sent Senator
Connally a letter containing the Department of State's
comments on Senator McCarran's bill to provide $1, 500,000,000
in aid to China.
2.
From a usually reliable source in China it has
been learned that the Chinese Foreign Ministry has advised
Ambassador Koo in Washington substantially as follows:
Secretary of State Acheson's letter to
Senator Connally has created a very disturbing
effect upon China. The figures listed in his
letter do not coincide with the true facts.
You are requested indirectly to urge Members
of Congress such as Knowland (R., California),
Judd (R.,Minnesota), Engel (R., ,Michigan),
Bridges (R., New Hampshire), McCarran (D., Nevada),
and people and institutions in the United States
which are sympathetic towards China to refute
this statement. You should also consider
furnishing data to them secretly.
