China Committee stould consider generally the following:
1.
Chinese relations are reflected internationally,
and in points which follow.
2.
Minority foreign affairs influence (Time,
Chicago Tribune, and do.) is poworful enough
to keep the administration from going full
lengtheothat is, from doing the obvious and
necessary things.
3. State Department has present American attitude
of only on Russian issue, which
colors all viowpoints and hoans it will take no
bold leadership with the public.
4.
State Department 1a undiplonatic in ita world
relations and uses language not in accordance with
our traditions. (This adversely affects our rolg-
tions in China.)
The State Department now blindly denounces anything
and everything that is *Bussian" or influenced by Russia. This
attitude distorts the viespoint of all our foroign affairs, as it
has in China. The State Department has apparently succuabed to
mass nesspaper agitation wherein anything that goes wrong is blazed
on the *Reds.*
Mence, it is difficult in the Chinese question to
arrive at any conclusions. In the meantime the U.S.A. is slipping
in the Far Mast.
The position of the State Department does not gain
the friendship of the new government of China, noz the Chinese
people.
Nather, our lecturing and amug attitude solidifies hostility
to us with the Chinase people, whatever may be the futura government
or China. The people of China being human, it is cortain that the
attitude of the State Department disposos the Chinese people to
dislike the United States still nora for inferring that China is
