China). China finally makes this bi-lateral repartee by denouncing
us as imperialists, and all our friends as the "running dogs of
imperiblish.
The Chinese attitude is improper, of course. But
with our training (and our relations with China of the Past) it
would be advisable for us to be more clever; i.c., less denuncia-
tory, so te can establish better relations, and "compets-out" the
Rusians.

A. State Department should not be bulldozed or

To me it is easy to understand if you "accuse" one
of being for "that man, F. D. R." you make him hate you more, and
love Roosevelt more (as it does me). That is what we are doing to
China in our accusations of their being dominated by Russia.
Our accusations fall flat on unsympathetic ground, do
no good whatever. In making the charge we ignore our own continuous
backing of the corrupt Nationalist administration long after we knew
it was morally wrong. We also ignore Chinese history of European and
American intervention since beginning with the Opium War in 1840.
Above all, we ignore human emotions which the Chinese
must have, like we have.
According to International Law, nations should be recoge
nized who are entitled to it. This is true even if friendly to Russia
AND, besides, we could then find out what is going on in the world. It
would be better than to renain in embittered blindness, thus depriving
ourselves of world information.
Considering polities as global, we are really following
in some parts of the world, the Pre-Perry Policy of Japan. We rofuse
oursolves information about various parts of the world (this benefits
Russia). Otherwise, it only assuages our own prejudices, with timid
bows to the Heart, SoCormick and other selfish poste
pones the time when we must make up our minds,
