MEMORANDUM FOR THE PRESIDENT
Subject: Proposed Call by General Li Tsung-jen
Reference is made to the luncheon at Blair House
for General Li Tsung-jen, Acting President of the
Republic of China, scheduled for Thur sday, March 2,
at 1:00 o'clock.
For your possible use in connection with this
meeting with Acting President Li, the following
documents are attached:
(1) A summary of a memorandum enclosed in
Acting President Li's letter to me dated Feb-
ruary 22, 1950. Acting President Li requested
that this memorandum, which outlines various
proposals for Chinese action in regard to the
China situation, be forwarded for your attention.

In recent months there have been many reports that
Chiang was making plans to resume the Presidency. This
situation came to a climax on February 28 when Chiang
made a formal statement to the effect that, owing to the
