8462 July 18, 1950 Personal and Confidential Memorandum for: Secretary of State From: The President I've just read a message from General Mac Arthur to the Department of Army, dated July 16, 1950, numbered C 57970, which has very dangerous implications. I'll appreciate it if you will discuss this situation with Defense and instruct General MacArthur that an attack by the Chinese Nationalist Government on the Mainland will be considered an unfriendly act.
