TOP SECRET NLT (RJF-5485)229 THE SECRETARY OF STATE WASHINGTON August 26, 1950 MEMORANDUM FOR THE PRESIDENT, THE WHITE HOUSE Your letter of August 26, 1950 requesting urgent recommendations from the Departments of State and Defense on Various questions re- lating to the defense of Europe has been received and I shall act in accordance with it. I have already spoken to the Secretary of Defense and we have agreed that high level representation of the two Departments will work together to prepare a paper for our personal consideration. I have accordingly designated Mr. George W. Perkins, Assistant Secretary for European Affairs, Mr. Paul H. Nitze, Director of the Policy Planning Staff, and Mr. Henry A.
