The German garrison in Trieste has surrendered to General Freyburg. No partisan troops were in Trieste. Alexander's headquarters considered that Tito's military operations are not nearly as successful 8.8 Tito claims and Alexander intends to as far as he can without running into serious trouble. Alexander has informed Tito that he has possession of Trieste and intends to proceed with his plans as out- SERVICE* lined to Tito in Belgrade. TRANSFER OF GERMAN TERRITORY TO POLISH ADMINISTRATION. The American Charge at Moscow has been instructed to deliver a memorandum to the Soviet Foreign Office noting Soviet assurances that the transfer to Polish civil administration of territory which was German prior to 1939 has no relation to the question of boundaries. This assurance is welcomed by the Amerionn Government which assumes that the occupied German areas in question remain effectively under Soviet occupation with local administration entrusted as 8 matter of convenience to indigenous Polish officials who are in no way responsible to the Warsaw Government. The Charge is to state orally the desire of the American Government that the status of enemy territory should not be changed unilaterally by an occupying power without prior agreement between the several United Nations.
