Kirk also feels that even though we would "probably get n flat refusal or no reply" it would be de- sirable, for the record, to invite the Russians to declare their position publicly. The Yugoslav Army is still drafting Italiens in Trieste and has anounced *elections" for the City Council. Many Italians of all classes are being arrested and local indua- trialists have been told that their property is now Yugoslav. There have been several incidents between the New Zealand Division and the Partisans. Austrian Border. Despite our demarche to Tito that Yugoslav troops must leave Austria, they show no sign of leaving. Three hundred troops in Klagenfurt are impeding our AMG work, invading hospitals, seizing anything of value including ears and other facilities, requisitioning food, end completely controlling the press. But AMG is holding na firm as it can and posting its proclamations and decrees. The Yugoslava are making excessive and ridiculous demands and charges; for example, that the British captured enemy troops who had already surrendered to the Yugoslavs. In this Austrian area the Allied Fifth Corps is being prepared for possible hostilities with the Yugoslavs. and refugees are being rushed away from the area, so as to leave our troops mobile for whatever happens. WITHORAWAL OF AMERICAN RBD OROSS FROM POLAND.
