remarks to Danzig, does not deny the correctness of the
statements we have made regarding the measures taken to
transfer former German territory to Polish administration
and does not reject our contention that these territories
remain in fact enemy territory under Soviet military occu-
pation and must remain in that status until final agreement
is reached between the affected Allied powers. Vyshinaki
declares that in Danzig it is quite natural that Polish
civil administration acting under the direction of the
Warsaw Government functions according to Polish law. He
justifies Soviet action in turning over former German dis-
tricts to Polish administration by reverting to the excuse
that it was a military necessity and he insists that we
remember that the Yalta Agreement recognized that Poland
should receive substantial additional territory in the
North and Vest. Fer from excluding Polish administration
in these aress, the Agreement pre-supposed the possibility
of Polish control.
