If the American and British Governments should\ndecide that they would wish to have the London Poles in-\nvited. the Governor feels that such action in all proba-\nbility would bring about a serious rift in UNRRA if not\nits complete dissolution. In this event his present\ninclination is not to accept the responsibility for so\nserious a step but to call the Central Committee and let\nthem decide the question. This would undoubtedly pre-\ncipitate the whole question with the Soviet representatives\nand might even cause the Soviet Union to refuse to attend\nthe Council meeting. If the British and United States\nGovernments made an issue of this matter it might cause\nthe Governor to resign rather than to take any responsi-\nbility for breaking up the organization he heads.\nI would appreciate having your decision in this\nmatter.\nSo\nJOSEPH O GREW\nto SERVICE os\nGAVEY\nActing Secretary"
