E.O. 11652, Sec. 3(E) and 5(D) or (E)

Dept. of State letter, Aug. 10, 1972
Date 6.26.75
nt Flensburg. Both Murphy and Rooks felt strongly that
Doenits and his so-called government should be arrested
and that the OKW should be dissolved. The Soviet repre-
sentative at Flensburg consulted Marahal Zukhov, who
concurs in this bolief. Subsequently Murphy and Rooka
recommended to Eisenhower that the individuals in ques-
tion should be arrested and that the OKW should be dis-
persed. Eisenhower has charged the 21st Army Group
under Montgomery with the arrest and detention of this
group. In view of the limited British forces in this
ares Eisembower's decision is to be kept secret until
necessary menaures can be taken.
Syria and Lebanon - Situstion Yery Serious. A press
report of the killing of several demonstrators in Beirut
yesterday, Sunday, is unconfirmed from Departmentel sources,
but is presumably true. The climax which has long been
expected in the Tranco-Levantine triel of strength has
thus finally occurred. The immediate outlook is for a per-
iod of intense diplomatic efforts to reach some settlement,
but extremely serious consequences are possible, if these
efforte do not succeed.
A statement is being prepared for Acting Secretary
Grow to make at his press conference today. He will state
simply that the Department is informed on this subject,
that the situstion has been followed for some time and
that the Department has long been attempting to bring about
moderation on both sides in dealing with the numerous out-
standing questions.
Ulthough it cannot at present be said to be expected,
the possibility of large-scale hostilities between the
Fronch on the one hand and the Syrians and Lebanese on
the other is one of the really dengerous potentialities
of the situstion. One renson why this is particularly of
concern is that such hostilities might draw in the Irnquie
and the Egyptians on the Levent side against the French.
