TOP SECRET DECLASSIFIED E.O. 11652, Sec. 3(E) and 5(D) or (E) -4- Dept. of State letter, Aug. 10, 1972 Date 6.26.75 Anstria. On May 19 Tito replied to our note on Austria by stating that his troops north of the Austrian frontier of 1937 in the area west of Dravograd will with- draw to the pre-war boundary "to comply to the utmost with the wishes of Yugoslavia's Allies, the United States end Great Britain without prejudicing the final settle- ment of frontiers with Austria". It is obvious that Tito specified the withdrawal of his troops from Austria "west of Dravograd* with e. pur- pose. That is to enable him to occupy parts of Austria overrun by the Russians. The Soviet liaison officer with the Eighth Army has stated that Marshel Tolbukhin hns told Tito's forces to enter that part of Austria "now occupied by Bulgarisn troops", which in effect is that part of southern Austria enst of Dravograd. Beceuse the British Fifth Corps has widesprend com- mitments in Austrie and its long line of communications via Tarvisio and Villach are open "to attack by raiding forces", SAC has esked Eisenhower to take over the northern section of the Fifth Corps front facing the Russiana by extending SHAKF's operational boundary in Austria to a line woll south of the original division.
