    "ocrText": "TOP SECRET\nDECLASSIFIED\nE.O. 11652, Sec. 3(E) and 5(D) or (E)\nDept. of State letter, Aug. 10, 1972\nBINKTHE NARS Date 9.1.75\nMay 22, 1945\nMIMORANDUM FOR THE PRESIDENT\nSubject: Current Foreign Developments\nDeclaration of Defeat of Gexmany Approved All\nfour governments concerned have now approved the decla-\nration of the defeat of Germany and the assumption of\nsupreme authority by the four governments.\nFrench Troops in Northwestern Italy. Field Marshal\nAlexander believes that French troops should not be\nallowed to remain in northwestern Italy under any circum-\nstances even under General Clerk's command. Since this\nquestion is now being handled on a governmental level\nAmbassador Kirk advised Alexender to aweit the results\nof our representations before taking further action.\nDisposition of Laval. British Foreign Office has\ndirected its Embassy in Medrid to inform the Spaniards\nthat the British cannot a.ccede to the suggestion that\nLaval be handed over to the British at Gibraltar. The\nostensible British reason for making this decision is\nthat they do not wish to help Franco out of his present\nembarrassment. Ambassador Armour questions whether\nFranco is actually under any embarrassment and points\nout thet continued delay may assist Laval to escape\nfrom justice. Apparently the British do not wish to be\nassociated with the trial and punishment which might be\nmoted out to Laval after his return to France.
