Barnes is hendling the matter directly with the
Bulgarians and not going to the Russians, on the grounds
that this is a Bulgarian matter. If the Russian authori-
ties want to concern thomselves with it, he feels they
should do so directly with the Bulgarians, The Prime
Minister agrees with Barnes' reasoning and has promised
that until Barnes receives instructions from Washington
his Government will take no further steps. Bernes em-
phasizes that the action we take on Dimitrov will largely
shape what "the averege patriotic Bulgarian may think of
us in the future". He urges the Department to authorize
him "to negotiate as best I can through the Bulgarian
Government" for Dimitrov's safety.
The Department's preliminary reaction fully approves
the steps Barnes has already taken, asrees that Dimitrov's
safety is a Bulgarian matter for which the Bulgarian
Government must take responsibility, and considers Bernes
should continue such action as may help nchieve this end.
Tenseness Continues in Venezia Giulin. On May 24

Allied officials in Venezia Giulia reported that the
Yugoslav attitude there "is becoming increasingly aggres-
sive". The Yugoslavs have demanded that US troops with-
draw from Tarnova, have threatened the arrest of Allied
troops moving enat of Gorizia and have stopped Allied
parties in six other places. In Cimeno, alrendy held by
US troops, Yugoslav troops and tanks have arrived and
the Yugoslav Commander has asked the US Brigadier Oeneral
"to explain his presence there". When the Yugoslavs
threntened to force our troops from Tarnova, General Clark
ordered our position reenforeed and warned that the Yugo-
slavs "will be held strictly accountable by Tito for taking
aggressive action" if they attack Allied troops during the
negotiations on Venezia. Giulin.
In Belgrade Yugoslav authorities are delaying Allied
planes for hours by minute customs examination, searching
all passengers and baggage and trying to open official
meil. The latter was promptly withdrawn. Apparently the
Yugoslavs are trying to cut the US and UK missions in
Belgrade off from written comunication with the outside world.
