TOP SECRET
E.O. 11652, Sec. 3(E) and 5(D) or (E)
Dept. of State letter, Aug. 10, 1972

BINKIN NARS Date 9-18-75
develogments, This does not mean that any one of them
should be regarded at this time as a serious rival to
General de Gaulle. But the latter is now being subjected
to a grenter emount of criticism than at any time since
the liberation of France.
Venezia Giulia. The Department has instructed
Imbassy Belgrade together with the British there to
give the Yugoslav Government parallel notes and identical
military agreements on Venezia Giulia. SAC still con-
siders "inclusion of Pola a most unwelcome commitment"
but Kirk agrees with Department's stand that this west
helf of Istrian peninsula must come under AMG for politi-
cal as well as military reasons. Word of London's approval
of note and agrsement not yet received, through British
Embassy Weshington has agreed to both and says London is
willing to include Pola if US insists. SAC is sending
necessary maps to Belgrade on May 28 and hes set 72 hours
as time within which Yugoslav forces should be withdrawn
east of Morgan line after the agreement is signed.
AMG for the entire Trieste provincial HQ, camouflaged
as part of British military district HQ, is now in Trieste
ready to operate when necessary. It has AMG proclamations
for Venezia Giulia ready to post whenever word is given.
Eighth Army is getting ready to rush badly needed civilian
supplies to Trieste and Gorizia as soon as AVG is estab-
lished in area. Situation in Venezia Giulia is tense but
no worse then before.
