Soviet-German Fraternisation. A remerkable degree of
fraternization between the Germans and the Russien control
perty at Flensburg is reported by General Rooks, head of
the SHAEF mission there. Apparently numerous parties are
hold which end up with the Germana and Russians embracing
ench other; and the Russian officers go about openly with
German women. SHAEF has considered this matter and feels
that some affirmative step toward Germany is desirable
a) though it would be undesirable and uscless to attempt
to compete with the Russiens in fraternization. SHAEF
considers that the American and British Governments make
it clear that we are interested in assuring the Germans
n. firm, orderly and efficient sovernment. The British
Political Adviser is suggesting to the British Foreign
Office that a declaration along these lines be issued.
Proposed Meeting for Iasuance of Declaration on
Germany. The American representative on EAC hes beon
instructed to propose that the four Allied commanders
in SHAEF meet in Berlin on June 1 to sign and issue the
decleration on Germany. Winent will also propose that
the representatives who sign the declaration will in
effect become the Control Council and should mest ns
such to deal with control machinery questions as they

Situation in Levant. With delivery of an American
note to General de Gaulle yesterday May 28, with British
insistence- on an immediete Allied conference regarding
the Levant, and with the Syrian Promier fearing 9. general
outbreak, the Levantine situmtion is approaching its
climax.
