On this last reply Harriman will be able to tell Molotov in writing that the Soviet request of Jenunry 30 cannot be met without further US legislation. In general our attitude towards further lend-lease or its equivalent to Russia is that we are going to give very little without strings attached, and that we will use such shipments for our own ends and not just for Russion ends. Establishment of Control Council for Germany. Winant reports that following his discussions with Mr. Eden and Strang, who was *brought in line" by Eden, the British delegate on EAC has received authority from his Govern- ment to approve our proposal that the control machinery agreement will become effective juridically on the date of issuance of the Decleration of Defeat of Germeny by the four Allied commenders. The commanders will then be obliged to work out practical arrancements for putting the agreement into effect. The British Government has not yet made a decision which will authorize Strang to approve our proposal that the agreement regarding the zones of occupation shall come "into force* in the same manner. The US proposal was not discussed in the EAC meeting of May 30 since the Soviet delegate is awaiting his Govern- ment's instructions. Strang and Winant believe that the Russians will probably not agree to setting up the Control Comeil without aome form of recognition that both agree- ments juridically will come into force but believe that the Soviets would combine with such recognition soknow- ledgment of the prectical circunstances in relation to timing
