DECLASSIFIED E.O. 11652, Sec. 3(E) and 5(D) or (E) ROD STORD Dept. of State letter, Aug, 10, 1972 -2- BYNITHH NARS Date 6.26.75 An interesting reflection on the situation is that the British Chiefs of Staff recently refused a request of General Alexander's to trensfer Greece and French North Afries from his Mediterranenn Command to the Middle East Command. The resson was that the possibility was foreseen of meking additional British militery commitments in the Middle East, becnuse of Arab unrest against the French in Syria and North Africa. Accordingly it WRS not desired at this time to enlarge the Middle East Commend. The French reply merely contains numorous references to French democratic tradition and to the French intention to assure Syrian and Lebanese independence. The latter is stated to be not irreconcilable with defense of "the century-old interests" of France in the area. It is sug- gested that the violent Levantine reaction to the French troon movements "were prepered long in advance." The French authorities in Paris are reported by Caffery es 80 confused by the Levant problem that there is little else in their minds at the moment. Beirut is reported as reasonably calm, in sherpest contrast to the violent shelling and fighting going on in Damescus and elsewhers in Syria. Stervation is reported already beginning in Demascus. A message has just been received from the Syrian President to President Truman protesting bitterly against the French action. Yenezis Giulia. On Mey 31 COS telegraphed 3AC their approval for the note to Tito end its accompanying military agreement on Venezia Giulia, It is expected that the US and UK Ambassadors in Belgrede will jointly present these documents to the Yugoslav Government today. Pola is in- cluded in the arrangement but no authorization WB.S given SAC for the use of force in Pola if that proved necessary.
