Renorts from Allied Missions in Vienna. It appears
to be the concensus of US, UK and French Missions in
Vienna that the Soviet military is under instructions
to set a time limit on the work of the Missions, limit
investigations to the city of Vienna making sure that
it is the city and not the gru which is to be subdivided,
and to try to limit the three Missions to the use of Tulln
airport. Marshal Tobulkhin has set June 10 as the time
by which most of the Missions' work should be done. SAC,
however, has instructed the British delegate to remain
in Vienna until ordered by the British Government to re-
turn. General Flory is instructed by General Mellarney
to coordinate plans for departure with British and French
Missions. Requests for permission to reconnoiter outside
city limits and to use Aspern airport have been referred
to Tobulkhin.
General Flory was struck by the happiness of the
Viennese at seeing Americans who had been expected end
whose permanent presence was freely desired. Within the
city limits Allied Missions are at liberty to proceed
everywhere without passes. Civilians are reported to be
receiving a good supply of food under rationing system.
In one instence tractors and power units were seen on
trains moving anstward.
Yenezia Giulia. The Department has informed Embassy
Belgrade that despite our note of June 2 reports from
Venezia Giulia make it clear that the Yugoslavs there
are continuing actions "contrary to the letter and spirit
of our problems". Embassy Belgrade is to inform the
Yugoslav Government that we trust there will be no further
ministry
delay and that we take a serious view of Tito's failure

Subasic returned to Belgrade on June 4 and on June 6
assured Ambassador Patterson that he believes the US-UK
notes of June 2 should be accepted immediately. Subasic
was impressed by US firmness not to provide economic help
to Yugoslavia until satisfied that the regime is "demo-
cratic and stable". Subasic admitted there is a complete
