TOP SECRET DECLASSIFIED E.O. 11652, Sec. 3(E) and 5(D) or (E) of State letter, Aug. 10, 1972 Dept. NARS Date 9.18.75 -3- in Vienna that a most satisfactory meeting was held with the Russians on June 6. Although the Russiens recognize Vienne as comprising only 21 Bezirke instead of the 26 which US and UK find as constituting Vienna gau, and although Morosov stated that he would have to refer to Marshal Tolbuhkin our request to inspect outside the city limits, he agreed in general that permission already given by the Merahal to visit airdromes outside the city automatically gave Allied Missions opportunity to recon- noiter greater Vienna and observed that there was in fact nothing to stop the Missions from going where they liked since there were no control posts. Request to inspect airfields east of the Danube has been referred to Tolbuhkin since his reply to our original request applied only to airfields west of the river. The British representative has mode it plain to Morosov that he could not undertake to leave Vienna before so instructed by his Government regardless whether Tolbuhkin *bade him farewell on June 10. AFHQ states that London has not yet issued orders to SAC regarding this point. General Mellarney has wired General Flory that he is to reconnoiter Vienna, Vienna gau and the Innerestedt and is likewise to obtain full information regarding living conditions and facilities in the Thosu area which has been offered us by the Russians.
