MEMORANDUM FOR THE PRESIDENT
Subject: Current Foreion Developments
French Ready to Auree to Their German Zone. On
June 10 Bidault told Caffery "unofficially" that de Gaulle
is prepared to accept the US proposal regarding France's
zone of occupation in Germany.
French Will Withdray from NV Italy. On June 10
Bidault told Caffery that French troops are prepared
to evacuate NW Italy. On the same day General Juin wired
Caserta from Paris: "I have just come from de Gaulle who
agrees to a withdrawal of the French troops to the 1939
French-Italian frontier". Two French Generals were to
reach Caserta June 11 to handle negotiations for this
withdrawal.
On June 9 at Caserta Juin had said he did not have
authority from de Gaulle to settle the question of NW
Italy but after basic general discussion with SAC and
Kirk he agreed to fly back to Paris to reach the settle-
ment with de Gaulle which he has obviously reached. The
atmosphere of this entire Caserta discussion was "easy
and cordial". Juin said he was confident de Gaulle would
asree to immediate withdrawal of French troops from Val
l'Aosta and Val de Suse but hoped there could be somewhat
slower withdrawel from the Mediterranean border area.
