SAC has sent Morgan instructions to be firm with the Yugo-
slavs, to be "very cold but correct* in his relations with
them, and under no circumstences to sign any agreement
until AFHQ has approved it in toto. Under no circumatences
do we plan to make any concessions to the Yugoslavs.
In the area itsolf June 12 was generally quiet. The
Yugoslav evacuation continued with some looting, a few
incidents and some obvious Yugoslav resentment. Some Yugo-
slay Army elements have changed to civilian clothes and are
staying as allezed civilian officials; they have also in-
cluded people with criminal records in the local police.
AMG is teking over in the area. In Fiume a clandestine
Italien CLN seams woll organized and has two priests among
its most active members.
Belgien Claims to German Territory. In the near future
Belgium plans to ask the US, UK and USSR for the annexation
of certain German territory. The area Belgium wants comprises
roughly a territory bounded by B. line running NE from Eupen,
then south a little west of Duren, from there irregularly
southward near Stedtkyll, north of St. Vith and just west of
Bittburg. The area is largely forest, but had a German popu-
lation of 100,000 before the war and contains two power dams
Belgium vants to control. Our preliminary resction is that
this is not an unreasonable request; Belgium had at lemat
pert of this territory before Germany took it away from hor.
Premier Van Acker leaves today for what he hopes will
be his final visit with the King; Foroign Minister Spaak
says it is essential that the King make a decision at once.

Winterton has provided AFHQ with a lengthy report of the
meeting of the Allied Missions with Soviet authorities in
Vienna
