Yucoslave Still Try to Vake Conditions in Venezia Guilin. We consider the Yugoslav proposal to distribute its contingent of troops throughout Venezia Guilia thor- oughly unecceptable. Ve much prefer SAC's sound sugges- tion that this detachment of 2,000 troops be assigned a predominantly Slovene locality away from large towns and important comunities. SAC has refused the Yugo- slav-proposel to increase their detachment from 2,000 to 5,000. SAC will reject nearly. all Yuzoslav proposals pushing the demercation line west, although he may agree to minor adjustments in return for full use of the SAC has told his nerotistors to "remain firm, even tough, in all deelings with the Yugo- slavs in the present negotiations. They must be held strictly to the terms of the Belgrede Agreement. The Yugoslav negotiators are still trying to keep economic control of enstern Venezia Giulia and are even arguing that they should be allowed to ship out from this area such "war booty" as all industrial plants which were owned or operated by *Fascists", textile fac- tories, and many other supplies. SAC has replied that he is increasingly concerned over the slow progress of the negotiations and that any such proposals which will give the Yuroslavs any voice or any control of activities west of the Morgan Line whore "they have absolutely no right to perticipete* would allow them to infiltrate into the various egencies of AMG and achieve the very Yugoslav ends we have been trying to avoid with so much difficulty. SAC views with utmost suspicion all joint agencies pro- posed west of the Morgen Line; he does not have a voice in the Yugoalav operations esst of the Line and does not intend them to operate in his area. s Polich to TRATIONAL RECORDS SERVICE*
