Polish Necotiations Should Start This Teckend.
A
flurry of activity on the Polish question yesterday pro-
duced a promise from Mikolajczyk that Stanezyk would
lenve this morning for Moscow. It is confidently hoped
negotiations will have begun by tomorrow. The Moscow
preas-has featured, even to that rarity a page one photo-
graph, the arrival of the Warsaw Polish delegates. It
has not mentioned the arrival of the other Poles from
Poland, though these came the same day.
Mikolajezyk's conditions were rensonable ones and
both Herrimen and Clark Kerr have been instructed to
press for. their fulfillment, namely for Witos to come
to Moscow, or Mikolajezyk being allowed to visit Witos
in Poland, or some reliable Pessent Party leader other
then Witos being included in the discussions. Another
invitation has been sent Witos by the Big Three emphasiz-
ing the importance of his presence and offering to make
every arrangement for his comfort and medical attention
both on the trip end while in Moscow. Kiernik, whom
Mikolajesyk had suggested as an alternate if. Witos could
not come will be the substitute if necessary. At Clark
Kerr's suggestion, Molotov agreed to a rotation of the
Commission Cheirmenship among the three; Harrimen opposed
this because Hopkins-had referred to Molotov as Chairman
in telking to Stalin, but accepted the 2 - 1 vote against
him.
The British sympathize with Mikolajczyk's view that
the holding of the trials at the very time the consulta-
tions are to be held would create an "unwelcome atmos-
phere" end are considering a message on the subject to
the USSR. They have also sent Clark Kerr detailed in-
structions on the objectives they hope he will attain
in connection with the Commission's settlement of the
Polish question. The UK sugzested the Department might
care to send similar instructions to Harriman; we have
ARGHIVES AME
RECORDS
informed the British and Harriman that we do not feel it
