TOP SECRET DECLASSIFIED E.O. 11652, Sec. 3(E) and 5(D) or (E) Dept. of State letter, Aug. 10, 1972 By NLTTHL NARS Date 9-11.75 -2- Italy's Foreign Minister has handed the US and UK Ambassadors a note on Venezia Giulia saying that he hopes that many Italian towns besides Pole on the west coast of Istria will also be put under AMG. In general, Italy feels that all towns west of the main national highway between Trieste and Pola, which are all entirely Italian, should be in the Allied zone. Italy also wants various cuarentees for the Italians living enst of the demarcation line, especially those in Fiume. French Zone of Occupation in Germany. Winant has received from Massigli a memorandum of disiderata in con- nection with the French zone of occupation in Germany. It provides that the boundaries now set for the French zone represent a provisional solution which should later be revised. It also specifies the areas to be contributed from the British and US zones and declares that the de- ployment of French forces imultaneously on both banks of the Rhine are to take place as soon as possible. Winant has already told Massigli that he personally feels we should not now try to foresee the conditions of occupation and requirements of occupational forces as they may exist a year hence. Allied Meetings in Vienna. Erhardt transmits the findings, conclusions and recommendations of General Flory's mission to Vienna. This report is prefaced with remerks regarding the friendliness and cooperation shown officers and enlisted men of the American mission by members of the Red Army. General Flory's officers who had hnd previous dealinga with Soviet officers agreed that the cordiality and cooperation experienced during the mission to Vienna was almost without precedent. Only two comments tere made by Soviet representatives in reply to direct questions from the US group: the Soviets believe that a uniform control throughout Austria over all economic end political life is desirable and worth great efforts to achieve; they also believe B. certain freedom of movement throughout the city including access to the docks and other exclusive facilities is most desirable.
