General Jovanovic, Tito's-Chief of Staff, left his negotiations with General Morgan, SAC's Chief of Staff, abruptly some days ago for consultations in Belgrade. He has still not returned, though it is honed to resume the negotiations today. One main point at issue is the Yugoslav insistence that the civil administration they set up in the area last month be retained; this system follows the Russian model, while AMG wishes to use the Italian system with certain modifi- cations. In the area itself, Yugoslav police are interfering with, and even arresting, people visiting AMG. It is estimated that 2,000 Yugoslavs have donned civilian clothes and stayed behind. Anti-Allied activity is strongest in the predominantly Italian areas, since the provocateurs and agents the Yugoslavs left behind wish to terrify the population there and figure they can tend to Slovene-majority areas later. AMG has started weeding out the Yugoslavs planted in the Trieste police and for- bidden them to carry arms; however, these groups still continue their deliberate policy of beating up and in- timidating individuals. British Propose Tanzier Agreement: French Stand Pat. The British have proposed a specific international agree- ment on Tangier, and the French simply reiterated their previous attitude, in conversations which Chargé Childs had in Paris en route to London and in London. The British proposals would embody a document of 13 articles among the powers parties to the original Tangier convention, the United Kingdom, Belgium, France, the Netherlands, Portugal, Spain and Sweden. The first article would provide a provisional administration starting six weeks after signature of the agreement and lasting until the conclusion of a new convention.
