Nerotiations Over Poland. Since you have approved
in principle that we recognize the new Polish Provisional
Government of National Unity the Secretary will telegraph
the Polish Foreign Minister informing him that the US has
decided to recognize the new government as soon as there
is an official announcement that it is functioning in
Poland.
The Legal Adviser states on our recomition of the
new sovernment it will be considered the successor of the
Polish Government-in-exile and the legal government of
Poland for all intents and purposes. It will succeed to
all Polish rights and oblimations such as those relating
to public funds, ships mnd claims and will for instance
be bound by the commitments of the lend-lease agreement
of July 1, 1942 signed in the name of the Government of
Polend. Unless Harriman considers it inadvisable the
Lerral Adviser adds that in order to avoid any possible
further misunderstending on this and other matters the
new Polish Govornment might be naked to state prior to
its recomition that it. expects to observe Poland's in-
ternational obligations, though of course this would not
preclude the negotistion of new agreements on lend-lease
or other questions.
Harriman was instructed to obtain assurances from
competent members of the new Polish Government that it
will grant: (1) our Embassy in Wersaw adequate facilitiea
to communicate by mail, telegraph, radio and courier with
Washington and other US missions in Europe; (2) every ap-
propriste facility for US officials to travel throughout
Poland in order to carry out the legitimate functions of
the Embessy and to grant without delay permissions for
them to enter and leave the country; (3) the opening of
US consular offices at such commercial and shipping centers
in Poland as we consider appropriate. Harrimen was like-
wise instructed to say unofficially that there would be an
undoubted sympathetic reaction in the US if facilities were
promptly given for US correspondents to visit Poland. On
June 24 Harriman lunched with Bierut, Morawski and
Mikolajezyk
