French Terma for Accentance of Zone of Occupation.
The French delegation in EAC hes informed Winant's deputy
that France will accept the US proposal regarding a zone
of occupation provided: (1) we assure the Trench that
they will have access to administrative archives in Karls-
ruhe; (2) that we furnish them a letter acceding to their
request that the extent of the zone be subject to subse-
quent review; and (3) that this letter be published.
Vinant's deputy has pointed out to the French that no
basic EAC documents could be published without agreement
by all four members of the Commission.
Russo-Turkish Devolonnents. The Turkish Ambassador
to Moscow believes that his government's unequivocal
replies to the recent Soviet advances have given the
Russians pause. He anticipates that Russian pressure
will be put on Turkey either within a few weeks or two
or three years from now efter American and British de-
mobilization has taken place. He- considers that if the
Russian demenda had been accepted, new desiderata regard-
ing Turkish internal matters would have been put forward.
It is his opinion that Turkey is in the Soviet se-
curity zone which is now taking shape all the way from
the Fer East to Finland. He thinks that two Soviet
objectives in Turkey, in addition to those already spe-
cified, are to close the Black Sen to states outside
the Soviet bloc, to gusrantee Soviet access to the Med-
iterranean and to assure a route down to the Persisn
Gulf through territory now in eastern Turkey.
Yenezia Giulia. The US strongly opposes piecemeal
settlement of Italien territorial questions such as that
General Morgan has sugrested for Tenezia Giulia. All
these should be dealt with in the finel treaty with Itoly
which will probably be negotiated soon. A final settle-
ment on Venezia Giulia now would mean yielding to a threat
of force
