MEMORANDUM FOR THE PRESIDENT
Subject: Removal of Ban on Subplies to French Troops
Information from the War Department indicates that
the French are punctiliously executing the agreement of
June 11th with respect to the withdrawal of French forces
in Northwest Italy. The troops have been withdrawn on
sched le. The only ones remaining are in the coastal
area, and they are due to go on July 2nd. I believe that
the full value of your ban on further issues of military
equipment or munitions to French troops has been attained,
and that the maintenance of the ban beyond this point
would detract from its full psychological effect. The
suspicious mind of General de Gaulle might well imagine
that we had seized upon this incident merely as a pretext
to stop rearming the French, that our real design is to
keep them weak. If this idea became current among the
French people, it would cause increased misunderstanding.
Consequently, I believe that you should give con-
sideration to raising the ban now. It could, of course,
immediately be reestablished if any irregularity occurred
in the withdrawal of the remaining French contingents,
