Specifically Formosa provides the USSR with capabilities for operations against the central and southern flank of the present United States frontier comprising the littoral island chain from Hokkaido through the Philippine Archipelago which cannot be accomplished from bases available, or prospectively available to the USSR on the Asiatic mainland. A. Additional air bases on Northern Formosa, which are one hundred miles closer to Okinawa than any point on the Chinese mainland, increase by 100 per cent the Soviet air effort which can be directed against Okinawa. Assuming that in event of war USSR jet fighters will be no less effective than those currently available to FEAF, Soviet jets operating from Formosa will have a 50 per cent greater operating time over Okinawa than can such aircraft operating from Shanghai. This reduced distance can also be utilized to increase bomb or rocket loads by 500 pounds, or enable such aircraft to strike United States shipping 100 miles east of Okinawa. B. Clark Air Force Base and Northern Luzon, which are beyond the range of fighter aircraft based either on the Chinese mainland or on Hainan, are within effective operating ranges of jet fighters based on Southern Formosa. The concentra- tion of available air bases on Southern Formosa is five times greater than United States-Philippine air bases currently operational in Northern Luzon. NARA C.
