RESTRICTED OF OFFICE OF THE SECRETARY SEC. HAS SEEN N WASHINGTON STATES OF 25, D. C. OF DEFENSE SEP 61950 - MEMORANDUM FOR THE SECRETARY SUBJECT: Diplomatic Efforts to Obtain Ground Forces in Korea. As a result of the failure of various UN countries to provide ground troops for use in Korea, a meeting was held on 11 August with Mr. Harriman and various officials of the State Department at which dispatches were drafted to our Ambassadors in various countries from which it seemed that contributions of troops might be forthcoming. These countries were: France Australia Netherlands Thailand UK Philippines Sweden Pakistan Canada Transjordan New Zealand Greece Turkey The instructions to diplomatic representatives were phrased to meet the situation in each particular country but in general set forth the need for early dispatch of organized units in accordance with criteria previously established by the Joint Chiefs of Staff. Good progress has been made since the dispatch of these cables. The French Council of Ministers announced the offer of an infantry battalion on 22 August. Ground forces from the UK are now in Korea. The Swedish hospital unit is in transit. The Canadian Government has offered an infantry brigade which is under training. The main element of an infantry battalion from Australia is in Japan and an additional battalion of volunteers is being formed. The New Zealand volunteer artillery unit is being equipped and trained. Thailand has offered a combat team of 4,000 officers and men which is, however, not in a state of readiness to be immediately useable. The Philippines have likewise offered a combat team of 5,000 officers and men and arrange- ments are being concluded for the early dispatch of one battalion. The Greek Government has formally offered ground troops to the Secretary General of the UN and arrangements are being considered for their dispatch to Korea. The Turkish regimental combat team of 5,100 men has been accepted and details of their participation are being worked out in Ankara with our military mission there. DECLASSIFIED ABumo J H. Burns .
