locations should be conducted now, in order to provide a sound
basis for determining the most appropriate site and in order to
permit an early decision.
I recommend that you authorize me to proceed with the survey
for a site in the vicinity of Washington. As soon as this has
been completed, I shall submit appropriate recommendations to
you. The survey group will be instructed by me to coordinate its
activities with the National Security Resources Board.
In the light of your announcement on September 23 that an
atomic explosion had occurred in the USSR, I believe that plans
must also be developed to meet a possible, future situation in
which Washington was rendered completely untenable and it became
necessary to remove the Seat of Government a considerable dis-
tance. Planning in this regard is properly the responsibility
of the National Security Resources Board, but the Department of
Defense has a considerable interest therein, inasmuch as the
Joint Command Post must be maintained in reasonable proximity to
the Seat of Government, wherever the latter may be located. In
this connection, and especially in view of your announcement of
September 23, I consider it essential that the National Security
Resources Board give every attention to the problem of providing
an alternate Seat of Government and that it furnish continuing
guidance in this matter to the Department of Defense.
