DE A STATES OF 17 April 1950 (SECDEF HAS SEEN) PERSONAL MEMORANDUM FOR THE SECRETARY SUBJECT: Situation in Intelligence Organization It has been brought to my attention that there is justification for the widespread criticism of our intelligence system in both official and public circles. The morale of the Central Intelligence Agency is seriously affected by lack of leadership within the organization and the rise of discord with other organizations. Heads of departmental agencies are greatly disturbed over the failure of coordination and lack of accomplishment. The reasons for the conditions are long-standing and cannot be simply stated. The whole responsibility cannot be placed on a single individual or organization. The integration of national intelligence depends upon cooperation of departmental agencies as well as upon Central Intelligence Agency. Primary responsibility for coordination rests largely with the Director, Central Intelligence Agency. For a number of reasons, some of which are not his fault, the present Director has not been able to create an efficient and happy team. A change in leadership seems to be essential. However, the appointment of a new Director would not in itself eliminate all the difficulties. Other measures are necessary in any event and should be implemented without await- ing action on the Director. Two of these measures should be initiated as quickly as possible: 1. Urge the Secretary of State to expedite action on Revised NSC 10/2 (Reorganization of the Covert Activities) This proposal, which has your approval, is frozen in State Department for unknown reasons. 2. Give your approval of a proposal, which will shortly be presented to you, providing a more effective mechanism for the production of national intelligence and surveillance of DECLASSIFIED E.
